Message from Superintendent Kenneth E. Lavallee
The mission statement of the Lowell Police Department is to work with the community to reduce crime, the fear of crime, and to improve the quality of life in the City of Lowell. The Lowell Police Department is committed to the ideals of community policing. We stress partnership, professionalism, integrity, and fairness. My personal pledge is to ensure all personnel under my command carry out our stated mission.
I am a twenty two year veteran of the Lowell Police Department and have also served in the Carlisle, MA and Manchester, NH Police Departments. I earned a Bachelor of Science degree in Criminal Justice from Northeastern University in 1978 and a Master of Criminal Justice degree from Boston University in 1991. I am a graduate of the "Massachusetts Senior Executive Program" at the John F. Kennedy School of Government, Harvard University, the Police Executive Research Forum's "Senior Management Institute for Police" and the Command Training Program at the New England Institute for Law Enforcement Management, Babson College. I'm also an instructor for the Massachusetts Criminal Justice Training Council and have taught at the Medford, Plymouth, Reading and Lowell Police Academies.
