My name is Edward F. Davis, III, the Superintendent of the Lowell, Mass. Police Department. I am honored to lead what I consider to be the finest police agency in this country. The men and women employed here are committed to providing quality police service to our citizens and to those who visit and work in our community. Our department is dedicated to respectful policing, with a concentration on prevention and problem solving. We operate under the philosophy that it is preferable to prevent crime than to successfully prosecute crime.
Rapid response to calls for help is a fundamental responsibility for any police agency, and in Lowell, we perform this function very well. However, we ask far more of all our staff. We ask that each and every person work in partnership with the community to identify and eliminate problems that lead to crime. We are continually evaluating our progress and amending our strategies to better serve our constituents.
Due to the hard work of the men and women of the Lowell Police Department, we have experienced dramatic decreases in crime - more than 60% over a seven-year span. We continue to implement the best practices and the latest technology so this trend will continue. Most importantly, we invest in our people, who are our most valuable resource.
We stridently believe that safety is the cornerstone to economic development in an urban setting. Our continued goal is to make Lowell the safest city of its size in the United States.
