The mission of police assigned to the Lowell Housing Authority is to provide a safe and pleasant environment where Lowell Housing Authority tenants can live without crime or other problems.   Our goal at the LHA precinct is to serve the tenants and provide a safe and peaceful environment where they can feel a sense of community.   We are committed to working with Lowell Housing Authority tenants to identify and solve problems in a proactive manner.   Our officers and staff are available to assist from 9:00 am to 12:30 am seven days a week.  We are located in the Armand Mercier Center at 21 Salem Street.   Contact our office at (978) 970 –3322.

The Lowell Housing Authority precinct is comprised of six officers, and a Lieutenant, who are assigned to the Lowell Housing Authority properties.  These officers handle calls and patrol throughout Lowell Housing Authority properties. They are responsible for providing community policing services to the residents of the city's public housing developments, and work closely with tenant groups, youth groups, and Lowell Housing Authority Managers. The officers participate in tutoring programs, sports activities, crime prevention programs and crime watch activities

The Lowell Housing Authority is focusing on the following Initiatives:

  • Response to calls for service for all LHA properties

  • Patrol of all LHA properties

  • Cooperate and participate in youth activities for the properties residents

  • Assist and advise community crime watch groups based in the different properties through out the City of Lowell.

  • Interact with the Housing Authority to coordinate services

  • How do I get to the LHA Precinct?

The precinct is located at 21 Salem Street, Lowell, MA 01852.  From Route 3 or Interstate 495, take the Lowell Connector inbound to the Thorndike Street exit.  Follow Thorndike Street, which turns into Dutton Street.  At the intersection of Dutton and Market Streets, take a left.  Follow Market Street, which will become Salem Street, where Market Street meets with Cabot Street.  Remain straight on Salem Street, and the precinct is located in the Mercier Center on your right.

  • How do I get a parking sticker for LHA properties?

Stickers are available for LHA residents and can only be obtained in person at the LHA between the hours of 9:00 am to 11:00 am Monday through Friday.
