Hello and welcome to the North Sector!
The North Sector Commander is Captain John Flaherty.
The North Sector is the largest of the City of Lowells three sectors, encompassing the neighborhoods known as Belvidere, Centralville, and Pawtucketville. The North Sector is very diverse, but you can always find members of the community working together to maintain their neighborhoods and display pride in their city. Lowells Community Policing efforts started in Centralville and became a success because of the commitment and concerns of the residents that live there. That early commitment between the police and the community is still evident. We are involved with neighborhood walks, community meetings, and festivals along the river.
North Sector police personnel are committed to work proactively with residents to improve the neighborhoods and manage problems. We are committed to improving the quality of life for all citizens of Lowell.
The North Sector promotes community policing and problem oriented policing throughout Centralville, Belvidere, and Pawtucketville by actively participating in the following initiatives:
- Maintaining geographically assigned patrol officers on neighborhood routes
- Encouraging officers to interact with residents and business to solve problems in their collective neighborhoods.
- Continuing to develop de-centralized, sector based investigative abilities. Sector patrol officers and Sector Detectives work as a team to solve and prevent crime.
- Partnering with University of Massachusetts Lowell Police and Student Services, and keeping the UMASS Lowell Plan updated
- Working with community groups to solve problems such as the coordination of special events including the Southeast Asian Water Festival, UML Crew Races, and the July 4th Celebration.
- Participating in Neighborhood Clean-ups in Belvidere and Centralville, along with City of Lowell Neighborhood Services.
- Using radar and speed boards to improve traffic enforcement per resident requests.
- Co-hosting childrens Christmas parties along with the Centralville Neighborhood Action Group and the Centralville Neighborhood Partnership, servicing over 400 children.
