"Indianapolis is a truly segregated city and we have very few pockets that are predominately one race. This is changing somewhat because of our Latino influx - but there are more language barriers of course with some cultural issues attached. The one issue within this population is domestic violence - we are battling that everyday within the Hispanic population.
"The training should be more with the police than the community and should start in the academy. It is hard to "teach old dogs new tricks." But [visiting] Lowell was great - they are doing great things...It was well worth the trip."
